Lao Lawmaker Advocates for Enhanced Oversight of Public Projects

Vientiane:National Assembly Member Xayaded Phouyyavong has advocated for a legal framework to empower members of the National Assembly and Provincial People's Assemblies to oversee public investment projects. This oversight would extend from the planning stages through to the completion of projects, including infrastructure construction and road maintenance.

According to Lao News Agency, during the second ordinary session of the 10th National Assembly on October 12, 2026, Xayaded, representing Constituency 13 in Savannakhet Province, discussed the National Assembly Standing Committee's 2026 Work Report and 2027 Action Plan, which was presented by Vice President Sounthone Xayachack.

Xayaded highlighted a shortage of technical personnel in government ministries and provincial departments, complicating the supervision of publicly funded construction projects. He noted that despite significant annual investments in infrastructure and disaster recovery, inadequate monitoring could compromise construction quality and the longevity of completed works.

To address these issues, Xayaded proposed clear legal provisions for elected representatives to conduct on-site inspections, ensuring projects adhere to approved designs and technical standards. He suggested reallocating a portion of existing project management funds to support these oversight activities without straining the state budget.

Additionally, Xayaded called for standardized designs for district-level assembly offices across the country to guide future capital investments. He also urged a review of allowances and welfare provisions for lawmakers, aligning with Politburo Resolution No. 031/PBC. These proposals aim to enhance the oversight of public investments, improve infrastructure quality, and ensure the efficient use of state resources.
