LPRP’s 12th Central Committee Opens 2nd Plenary Session

Vientiane: The 12th Central Committee of the Lao People’s Revolutionary Party (LPRP) officially commenced its 2nd Plenary Session today, 3 March 2026. Chaired by the Secretary General of the Central Committee and President of the Lao PDR, Thongloun Sisoulith, the three-day meeting aims to solidify the nation’s strategic roadmap for the next five years.

According to Lao News Agency, the session, running until Mar 5, brings together members of the Politburo, the Secretariat, and both full and alternate members of the Central Committee. The primary objective is to deliberate on and approve seven pivotal work plans designed to trigger a “strong, deep, and comprehensive transformation” in national governance.

The committee is set to formalise various key initiatives, including operational frameworks, local governance reform, and an economic roadmap. The operational frameworks will define action plans, working methods, and specific responsibilities for the 12th Central Committee members. Local governance reform will clarify the roles and authorities of Provincial Party Secretaries and Provincial Governors, alongside the establishment of sub-districts (Taseng) and guidelines on villages and village leadership. The economic roadmap will finalise the implementation details of the 10th Five-Year National Socio-Economic Development Plan (2026-2030), with a focus on annual strategic projects.

In his opening remarks, Secretary General Thongloun Sisoulith highlighted that the meeting takes place during a period of national celebration following the successful elections for the 10th National Assembly and the 5th Provincial People’s Councils. He emphasized that the session is a breakthrough moment, designed to broaden leadership vision and create high unity within the Party to lead the nation out of poverty and underdevelopment, moving steadily toward socialist goals.

He urged all attendees to exercise high political responsibility and focus on finding practical, actionable solutions to national challenges. This plenary serves as the inaugural step in translating the resolutions of the 12th Party Congress into tangible progress for the Lao people.
