MoNRE Sets Ambitious Goals to Streamline Land Title Issuance by 2025.


Vientiane: Since 2021, the Ministry of Natural Resources and Environment (MoNRE) has issued approximately 540,000 land titles and plans to issue an additional 220,000 by the end of 2024. The target for 2025 is set at 500,000 land titles, contributing to the nationwide goal of 1.6 million titles. This ambitious initiative seeks to accelerate land registration processes, address inefficiencies in land management, and achieve key national development objectives.

According to Lao News Agency, speaking during the 8th Ordinary Session of the 9th Legislature of the National Assembly on November 26, Minister of Natural Resources and Environment, Ms. Bounkham Vorachit, outlined critical measures to achieve these goals. She highlighted the Ministry’s commitment to improving efficiency, ensuring transparency, and fostering collaboration with other government agencies.

To realize its objectives, MoNRE plans to decentralize responsibilities, delegating land registration and title issuance tasks to district offices. This
will be supported by efforts to strengthen local-level staffing and implement targeted capacity-building programs.

Collaboration with other ministries will also play a vital role. MoNRE will work with the Ministry of Agriculture and Forestry to allocate agricultural and forest land and partner with the Ministry of Public Works and Transport to define protected areas in line with national and local land use plans.

Ms. Bounkham expressed confidence in the Ministry’s ability to meet its targets, emphasizing the importance of teamwork, innovation, and adherence to strict timelines. These measures are designed to reduce delays, improve public satisfaction, and ensure sustainable land management practices.

By the end of 2025, the Ministry expects to make significant progress in expediting land title issuance, benefiting communities nationwide and fostering economic development.
