The Civil Service Commission (CSC) on Monday said the guidelines on the filing and submission of the Statement of Assets, Liabilities and Net Worth (SALN) during exceptional circumstances, as contained in CSC Memorandum Circular (MC) No. 6, series of 2021, that was released at the height of the Covid-19 pandemic, will still apply for the 2022 SALNs. ‘Recognizing that the government is still transitioning to the new normal and that several government institutions continue to adopt flexible work arrangements, CSC has allowed the electronic oath-taking, filing, and submission of 2022 SALNs,’ CSC Chairperson Karlo Nograles said in a statement. Under the guidelines, the collated SALNs must be submitted with the proper repository agency, either in physical or electronic form. It is important to choose only one method of submission without combining both options. This ensures centralized recording and monitoring by the repository agencies for better efficiency. Agencies opting for physical submission must comply with the existing guidelines on the filing and submission of the SALN. They should submit both the physically filed SALNs and printed copies of the electronically filed SALNs. In the case of electronic submissions, offices will be allowed to transmit the electronic SALNs to the proper repository agency using a USB flash drive or disc storage together with the required summary as provided under the rules. Nograles reminded government agencies that the deadline for submission of the 2022 SALN to the appropriate repository agencies will be on June 30, 2023. He noted that under CSC MC No. 10, series of 2006, the Chief/Head of the Personnel/Administrative Division or Unit/Human Resource Management Office (HRMO) is mandated to transmit all original copies of the SALNs received on or before June 30 of every year to the appropriate repository agency. The list of repository agencies and the corresponding list of officers and employees whose SALNs should be filed with them are identified in CSC MC No. 3, series of 2015. Meanwhile, public officials and employees who will assume office or will be separated from the service this year may also apply the online procedures for oath-taking and filing of the 2022 SALN. As mandated by law, individual SALNs must be filed within 30 days after assuming office; on or before 30 April of each subsequent year; and within 30 days after separating from the service in the respective department, agency, or office.
