World Bank Approves $67.34 Million Support Package for Philippine Civil Service Upgrade


Manila: The World Bank has approved a 67.34-million-U.S. dollar support package aimed at enhancing the level of the Philippines’ civil service. This initiative focuses on modernizing the country’s civil service infrastructure to improve efficiency and service delivery.



According to Lao News Agency, the Philippines Civil Service Modernization Project will introduce a Human Resources Management Information System (HRMIS) and payroll system. This upgrade aims to enhance analytics for workforce planning, career development, succession planning, and training. Additionally, the project will implement a human resource certification system to standardize and improve the competency of human resource management officers.



The World Bank highlights that the new system will enable budgeting based on actual staff numbers rather than established positions, leading to improved cash management within the government. Zafer Mustafaoglu, World Bank country director for the Philippines, Malaysia, and Brunei Darussalam, emphasized the importance of strong public institutions for inclusive growth and development. He noted that global experience demonstrates that countries with high-quality public administrations, including a merit-based civil service, can raise more revenues, deliver better services, and support inclusive growth.
